The Challenge
A regional electric utility needed a new 345 kV autotransformer delivered to a substation outside Bismarck, North Dakota. The transformer had been manufactured at a facility in Savannah, Georgia and needed to travel nearly 1,800 miles through eight states along a route that crossed multiple major river bridges, passed through urban interstate corridors, and required coordination with utility companies to raise overhead power lines at more than a dozen locations along the route.
At 420,000 lbs gross transport weight and 18 feet wide, this load qualified as a Superload in every state along the route. No state could issue a routine oversize permit — each required a dedicated engineering analysis, bridge clearance calculations, and in some cases coordination with the Federal Highway Administration under the Special Permit process for loads exceeding 400,000 lbs. The project required weeks of advance planning before the first wheel turned.
Our Solution
Trailer Configuration
The transformer was transported on a 20-axle hydraulic platform trailer configured as a perimeter frame to allow the transformer to be positioned at the lowest possible height while distributing 420,000 lbs across 80 individual tires. This configuration spread the load well within the bridge formula tolerance required by each state DOT along the corridor. The trailer combination measured 180 feet in total length.
Route Planning & Engineering
Our routing team began the planning process six weeks before the move. We identified the most direct viable corridor — I-75 northbound through Georgia and Tennessee, US-31W through Kentucky to Indiana, I-65 to Indianapolis, I-90/94 through Illinois and Wisconsin, I-94 across Minnesota into North Dakota — and submitted that route for engineering review in each state simultaneously.
Bridge analysis identified four structures requiring detailed load posting review: the Tennessee River crossing near Chattanooga, the Ohio River bridge at Louisville, the Mississippi River crossing at La Crosse, Wisconsin, and the Red River crossing into North Dakota. All four were cleared with specific speed restrictions and travel-in-the-lane requirements that our driver team followed precisely.
Superload Permit Coordination — 8 States
- Georgia: Superload permit through Georgia DOT's Overdimensional Load Management system. 10 business days' advance notice required. State police escort mandatory south of Macon.
- Tennessee: Superload permit through TDOT's Motor Carrier Services division. Bridge analysis required for Chattanooga area structures. State police escort through Hamilton County.
- Kentucky: Permit through KYTC's Division of Motor Carriers. Ohio River bridge engineering analysis. State police from Elizabethtown through Louisville metro area.
- Indiana: INDOT Superload permit. 18-foot width required nighttime travel through Indianapolis metro area with Indiana State Police escort.
- Illinois: IDOT permit with 20-business-day advance notice. Load required structural engineer certification letter for all state bridge crossings.
- Wisconsin: WisDOT permit with Mississippi River bridge analysis and advance notice to the relevant county highway departments along the route.
- Minnesota: MnDOT Oversize/Overweight permit with engineering review. Daytime travel only through Twin Cities metro. Front and rear pilot cars plus Mn/DOT escort through Hennepin County.
- North Dakota: NDDOT Superload permit. Coordination with the utility's construction team for final approach to the substation site on a county road with a new temporary gravel pad installed for the turn radius.
Utility Line Clearance Coordination
The transformer stood 16 feet tall in transport configuration. Minimum legal overhead clearance for power lines is 18.5 feet across most of the route, but the load's 16-foot height still left minimal margin at locations where lines dipped below posted minimums due to sag. Our team coordinated with 14 separate utility companies — electric cooperatives, municipal utilities, and investor-owned utilities — to schedule temporary line raises at 19 locations along the corridor. Each raise was coordinated to align with the planned overnight or early-morning transit window through that segment.
Travel Windows & Speed Restrictions
An 18-foot wide load is restricted to daylight travel in most states, with movement prohibited on Fridays after 3:00 PM, weekends, and federal holidays. Our team built the 14-day schedule around these windows, accounting for rest requirements, weather holds (the route passed through Minnesota in early spring with potential for late-season snowfall), and the pre-scheduled utility line raise windows. The transformer moved an average of 130 miles per operational day.
